you want to be both. but often being efficient makes you ineffective. remember to be cognizant of the ratio of productive output generated by your input. it should be 1:1 or as close as possible. if it takes 3 actions to produce 1 result you are not being effective although you may be taking 3 very efficient actions when they are considered based on their own merits.

this concept is not overly difficult to articulate but it requires an inate sense of purpose to grasp and put into practice. if you can turn this simple concept into a part of your nature you will be a successful shark.
